One significant concession is that places of worship can stay open – being acknowledged as among the safest places for any indoor gatherings and important for the spiritual and mental well-being of many people. That is a tribute to work of so many stewards and volunteers. However, there are parts of the country, and indeed parts of this Diocese, where the levels of infection are particularly high. Local health authorities have advised extra caution. It is important that parish priests feel confident that a particular church should be open. If any priest feels that it would be better to close a church at the present time, this should be done.

The Government website and the clarifications from the Bishops’ Conference, which are drawn from government and medical experts, are comprehensive but that is not to say that they cover every circumstance. The Bishop is happy to confirm any decision that a particular church should close for any particular length of time, where it is thought best in the present circumstances for the safety of people.

The Task force for Coronavirus and Places of Worship met on Monday 11 January and made the following observations:

The safety and opening of churches:

1. Health professional research to date indicates that the new virus variant is as well controlled by social distancing and mitigations as the old. Further studies are taking place for a more concrete verification on this matter.

2. HMG stressed that there would be no blanket closure of places of worship. They asked that each Place of Worship should re-evaluate their own local situation and examine all factors that could affect the good covid security demonstrated by places of worship so far. This is to include (but is not limited to):

a. Sufficient stewarding and management of the venue

b. Sufficient cleaning after acts of communal worship

c. Maintaining good social distancing in the space available along with good ventilation

d. Factors affecting travel to and from the place of worship, such as public transport

e. The length of exposure time for an act of worship is critical and should be minimised – anything that is not necessary should be omitted.

f. Those who have gathered for worship should not mingle before or after the service outside of the church. They should disperse immediately.

g. All non-essential worship should be postponed or cancelled (see below)

3. The officials noted that keeping covid secure places of worship open for public worship adds no extra burden to the NHS and provides recognised benefits for the community.

4. The task force expressed with great clarity that the role of the Local Authority is one of enforcement of closure in particular circumstances on the basis of evidence of lack of COVID security.

5. Public Health England will conduct an exercise in mapping exposure risks from different venues across the country for better data.

This statement by Bishop John Sherrington in Westminster highlights the reasons we have been allowed to remain open:

https://rcdow.org.uk/news/role-of-our-churches-during-current-lockdown/?fbclid=IwAR0eRHijIYqNdpHyT0RNIG6vf9LK7wXl0DyFd27p7SqNFrCkIimj6Seenug

We are aware that questions are being asked as to why churches remain open during this National Lockdown. We are also aware that many local authorities are calling for places of worship to close. We wish to respond to these concerns.

Churches are allowed to open for prayer and communal worship at this time according to the provision of the most recent national legislation and Government guidance. This decision is based on two factors: the recognition that our churches are safe, and that the service they offer is essential.

The safety of our churches has been affirmed by Public Health England (PHE) in its current advice to the Government. This is publicly recognised to be the result of the great efforts made by many people in the implementation of procedures mandated by PHE and thereby establishing the necessary conditions within churches for their safe use.

Our churches are making a significant contribution to the personal resilience and inner strength of people which is much needed at this time. Many are hubs from which essential support is offered especially to those most in need, extending well beyond the faith communities which use them. This includes the regular provision of food; the care of the homeless; and being a place of peace and reflection (which is safe) for many whose living conditions are very limited. This will become more appreciated as the programme of vaccination increases. The vital link between prayer and action is important to maintain this service.

At this phase of the pandemic, which is causing alarm and fear, our churches will exercise their role with increased diligence to ensure continuing safety and service.

Our clergy will ensure that all are aware that there is no duty or responsibility to come to church and communicate to all there is no obligation to attend Mass on Sunday. They will review, in each local area, the provision offered by the church in order to ensure that the highest standards of safety are maintained. This will include a review of the role of stewards, the provision of additional social distancing within the church, a review of cleansing routines, and consideration of the personal circumstances of the priest(s) and people. On this basis there will be a local evaluation and decision about the possible reduction in the times of opening and the frequency of communal worship.

In conclusion we recognise the higher levels of fear and anxiety which the new strain of the virus has prompted and we have a very proper awareness of the care which must be exercised by everyone, under the guidance of PHE health professionals.

We recognise, too, that isolation is having a profound detrimental effect on people and that the role of churches in easing that isolation in ways which are safe and supportive has been recognised as a positive and beneficial contribution to the common good.

We pray for the dedicated work of the NHS and continue to provide spiritual support to staff and patients through the network of chaplains working both in the hospitals and the community.

Government guidance for the current lockdown can be found here. Guidance for the safe use of places of worship is available here.

Currently we are open for worship following the guidelines issued by the government and Public Health England as we entered the latest lockdown on 5th January. It was a deeply…

[1
